6B-4-2: REQUIRED IMPROVEMENTS:
No final plat containing public property, right of way, and/or street improvements shall be approved by the City Council without first receiving a report signed by the City Engineer, reviewed by the Public Works Department, certifying that the plans and specifications for improvements described therein have been prepared by a registered professional engineer and conform with the requirements of this Chapter, and meet the minimum requirements of all applicable ordinances of the City and that they comply with the following:
   (A)   Streets, Pedestrianways And Public Utilities: A registered professional engineer acting for the subdivider shall meet with the Public Works Supervisor and the City Engineer as required by the City on the location of the subdivision and shall present sufficient data and information relative to the proposed public property, right of way and/or street improvements to ensure satisfactory grading and drainage. This information shall be in proper form to incorporate in the plans of the subdivider for the construction of the streets, utilities and other improvements in the subdivision.
   (B)   Street Profile Plans: Street profile plans for all streets in subdivisions shall be prepared by a registered professional engineer in accordance with these subdivision regulations. The agent for the subdivider or his contractor shall be responsible for establishing the proper lines and grades for all earthwork and drainage.
   (C)   Completion Guarantee: The subdivider shall post a surety bond, certified check or letter of credit acceptable to the City Attorney, or cash for completion of such improvements for the full amount of the cost as established by a registered professional engineer approved by the governing authority to ensure the faithful performance of this Chapter.
   (D)   Grading: The grading shall be done in a workmanlike manner to grades approved by the City Engineer.
   (E)   Drainage: The drainage shall conform to the system designed and established by the professional engineer for the subdivider or his contractor and approved by the City Engineer. It shall be completed before the placement of any surfacing material. Where a drainage course traverses private property through the subdivision, a dedication easement for the same shall be recorded on the plat. In subdivisions containing lots less than twenty thousand (20,000) square feet in area, and business and industrial districts, underground storm systems shall be constructed throughout the subdivision to carry off storm water from all inlets and catch basins and be connected to an approved outfall.
