Where the Comprehensive Plan or Official Map of the City calls for a larger amount of park and recreation land in a particular proposed subdivision or planned unit development than the developer is required to dedicate, the land needed beyond the developer's contribution shall, if so determined by the City Council, be designated for such purposes and reserved for subsequent purchase by the City or other public body designated by the City, provided that such body shall acquire the land so designated by purchase or commence proceedings to acquire such land by condemnation within one year from the date of approval of the final plat for such subdivision or planned unit development.
