In the event that the city administrator or any department head of the city should have an interest in any actual or proposed contract, work, business or land use application in the city, such affected person shall disclose the nature and extent of such interest in writing to the city clerk immediately upon learning of such contract, work or business. Such disclosure shall be referred to the city council.
The city council shall reject any proposed contract, work or business which directly affects such person's department or where such person is in a position to recommend, as part of his official duties, any such contract, work or business.
In the event such interest in any actual contract, work or business is determined not to be permitted under 65 Illinois Compiled Statutes 5/3-14-4, or such person fails to disclose any such interest as required herein, such person shall be subject to remedial action as provided in this chapter.
