1-11-10: DISCLOSURE AND ABSTENTION BY APPOINTED OFFICIALS:
Any affected person who is an appointed member of the several boards and commissions of the city having an interest in any actual or proposed contract, work, business or land use application of the city shall disclose the nature and extent of such interest in writing to the city administrator immediately upon learning of such contract, work or business.
In the event such member's own board or commission is required to review or recommend such contract, work or business, such person shall publicly disclose the nature and extent of such interest at the first meeting at which the contract, work or business is first called for consideration, such person shall not participate in his official capacity during discussion, deliberation and vote on the contract, work or business, and such person shall not vote on said matter.
In the event such interest is determined not to be permitted under 65 Illinois Compiled Statutes 5/3-14-4, such officer shall, prior to final council action on the contract under consideration, either tender his resignation or notify the council of his intent not to resign, in which case no contract work or business shall be awarded to the officer. Any appointed member of a board or commission of the city who knowingly fails to disclose any such interest shall be subject to reprimand, or removal from office as determined by majority vote of the city council.
