Any affected person who is an elected or appointed member of the city council, and who has an interest in any proposed contract, work, business or land use application with the city shall publicly declare the nature and extent of such interest at the first city council meeting at which the proposed contract, work or business or application is first called on the agenda for consideration.
In the event such member's interest is permitted under 65 Illinois Compiled Statutes 5/3-14-4, such member shall not deliberate on the matter in his official capacity on the proposed contract, work or business, and such member shall not vote on said matter.
In the event such member's interest is determined not to be permitted under 65 Illinois Compiled Statutes 5/3-14-4, no such contract, work or business shall be awarded, granted or entered into. (Ord. 0-44-88, 12-19-1988)
