4-3-19: ADMINISTRATIVE BODIES; JURISDICTION AND DUTIES:
   (A)   The City Council shall take final action on all variances after review of the Zoning Board of Appeals' recommendations and on all amendments to this sign code, and shall receive and act upon all reports on the effectiveness of this sign code.
   (B)   The Zoning Board of Appeals shall hear, consider and recommend to the City Council on all applications for variances from the terms provided in this sign code, other than sign variances requested with a planned unit development. The Board shall also hear, consider and decide appeals from any order, requirements, decision, or determination made by the Director; keep records of its meetings, findings, and recommendations and reports under this sign code; initiate, direct and review from time to time studies of the provisions of this sign code; and make reports of its recommendations to the City Council. The Board shall also hear, consider and recommend to the City Council on all other matters referred to it from time to time by the City Council.
   (C)   The Director shall enforce the provisions of this sign code. He shall examine all applications for permits for erection of new signs which conform with the requirements of this sign code, record and file all applications for permits with any accompanying plans and documents, make periodic inspection of all signs in the City, ensure that all signs within the City meet the requirements of this Chapter and submit reports as directed by the City Administrator.
   (D)   The Plan Commission shall hear, consider and recommend to the City Council on applications for variances from the terms provided in this sign code which are requested as part of a planned unit development. (Ord. 0-38-94, 9-6-1994; amd. Ord. 0-04-00, 4-3-2000)
