Unless otherwise provided, the signs set forth in this section are permitted in all zoning districts, shall not require a sign permit, and shall not be counted when calculating the number of signs with square footage on a premises. However, such signs shall conform with other general regulations for signs enumerated in the remainder of this sign code. Signs exceeding the provisions of this section shall be required to obtain permits and shall conform to all of the requirements for permanent signs in the districts in which they are located.
(A) Name and address plates which give only the name and address of the resident of the building and each of which is not more than one square foot in sign area.
(B) No trespassing signs or other such signs regulating the use of a property, with no more than two (2) square feet in total sign area in the residential zones and six (6) square feet of total sign area in all business, office, and industrial zones.
(C) Real estate signs, not exceeding four (4) square feet in sign area in the residential zones and thirty two (32) square feet in all business, office and industrial zones. No such sign shall exceed six feet (6') in height above grade. On corner lots, one additional sign of the same size shall be permitted for the second street. Such real estate signs shall be removed within ten (10) days after the premises or lot advertised has been sold, rented, or leased or otherwise not available to the general public. Real estate signs shall be prohibited in the public right of way.
(D) Bulletin boards for public, charitable or religious institutions, when it has a sign area of no more than thirty two (32) square feet, and bears no commercial advertising.
(E) General information signs such as signs regulating on premises traffic and parking, and signs denoting sections of a building such as lavatory facilities and public telephone areas, when each sign is less than four (4) square feet in area and bears no commercial advertising.
(F) Signs erected by a governmental body, or under the direction of such body, railroad crossing signs, safety signs and signs identifying public and private schools and public playgrounds.
(G) Memorial signs or tablets and signs denoting the date of erection of buildings no larger than five (5) square feet.
(H) No more than three (3) flags, pennants or insignia of any government, or of any religious, charitable or fraternal organization.
(I) One logo flag of a company shall be allowed in business and industrial zones provided that it is no larger than three feet by five feet (3' x 5') in size, and, if flown with the American flag, then no larger than that flag.
(J) Temporary signs no larger than four (4) square feet in area advertising the sale of edible farm products produced on the premises, advertising auctions, or special events of charitable or public service groups. Such signs may remain for thirty (30) days and must be removed upon close of the event and be down not less than thirty (30) days prior to it being reerected again on the same premises.
(K) Signs identifying places of worship when located on the premises thereof, and shall be a maximum of thirty two (32) square feet per side.
(L) Window signs of paper or other similar material, placed on the inside of the window of the premises shall be permitted in business zones, provided that such signs are to be used to notify the public of special sales or current prices, and cover no more than fifty percent (50%) of the window area.
(M) Signs not visible beyond the boundaries of the lot or parcel upon which they are situated or from any public thoroughfare or right of way.
(N) Official signs of any public or governmental agency.
(O) Any sign of an official court or public office, any notices thereof, and any flag, emblem or insignia of a governmental entity not used for commercial advertising.
(P) Any sign which is located completely within an enclosed building, and which sign is not visible from the outside of the building.
(Q) Tablets, grave markers, headstones, statuary/memorial plaques or remembrances of persons or events that are noncommercial in nature.
(R) Private traffic direction signs directing traffic movement onto a premises or within a premises, not exceeding four (4) square feet in area and four feet (4') in height.
(S) Political campaign signs, announcing the candidates seeking public political office and other data pertinent thereto, not exceeding sixteen (16) square feet in total area for each lot. These signs shall be confined within private property, be erected not more than sixty (60) days prior to the date of the election, and be removed within twenty four (24) hours after the date of the election. (T) Garage sale signs shall be regulated in accordance with title 3, chapter 6 of this code. (Ord. 0-30-97, 8-4-1997)
(U) Residential window or yard sign no larger than four (4) square feet in area shall be permitted as follows:
1. No more than one window and/or yard sign shall be permitted.
2. No such sign shall be placed or otherwise erected for more than thirty (30) days within any calendar year.
3. No yard sign shall be posted or displayed on street poles, utility poles, street signs, traffic sign poles, or otherwise erected upon the public right of way. No yard sign shall be displayed in such a location as to cause obstruction to the clear view of traffic. (Ord. 0-38-94, 9-6-1994)
