The language set forth in the text of this sign code shall be interpreted in accordance with the following rules of construction:
(A) Words used in the present tense shall include the past and future tenses and words used in the singular shall include plural.
(B) The word "shall" is mandatory and not discretionary.
(C) The word "may" is permissive.
(D) All measured distances or standards shall be to the nearest whole integer. If a fraction is one-half (1/2) or less, the next whole integer below shall be taken.
