§ 50.18 ISSUANCE OF PERMIT.
   (A)   The County Manager shall issue a permit to the applicant when he or she finds that the applicant can and will comply with the rules and regulations established by this chapter.
   (B)   No permit shall be issued to any person in the area in which the county is providing solid waste collection.
