(A) Upon determining that the Town Waterworks public water system is in a condition of water shortage, the Town Manager or the town may declare the existence of a water warning or water emergency, whereupon the respective water conservation measures described in § 54.05 shall apply until the water warning or emergency is terminated. Whenever the Town Manager finds that some or all of the conditions that gave rise to thedeclaration of a water warning or water emergency no longer exist, he or she may declare the water warning or water emergency terminated.
(B) Notice of the declaration or termination of a water warning or water emergency shall be made by publication in a newspaper of general circulation. Notice shall be deemed effective upon publication.
(C) Criteria for declaration of need:
(1) Maintaining an adequate supply of water to meet demand;
(2) Existing and projected customer demand;
(3) Weather forecasts;
(4) Ability to maintain fire protection flows;
(5) Catastrophic loss of supply;
(6) Estimated duration of emergency.
