§ 71.20  PURPOSE.
   It shall be the purpose of this subchapter to provide for the impoundment of vehicles which, due to their location and/or condition, constitute a threat to the health, safety or welfare of the members of this community, and vehicles which have been involved in violations of law warranting temporary police custody of such vehicles.
