(A) The Council and its agents shall have authority to do all acts to enforce this chapter, including issuing citations.
(B) Any person who violates the provisions of this chapter is subject to fines as follows:

(C) Each day that a violation continues shall constitute a separate violation.
(D) In addition to any fine imposed, any person whose violation of this chapter results in damage to trees may be liable for the cost of these damages, up to $3,000 for each tree.
