§ 34.01 PARK AND RECREATION DEPARTMENT; NON-REVERTING OPERATING FUND.
   (A)   (1)   There is hereby created in accordance with the Park and Recreation Law, being I.C. 36-10-3-22, a special Non-Reverting Operating Fund for the purpose of depositing fees collected from the rental of the Blanton House and from park programs. Park programs shall include the following:
         (a)   Adult sport leagues/tournaments;
         (b)   Classes of instructional nature;
         (c)   Special events;
         (d)   Festivals;
         (e)   Central Normal Gym/Hargrave Hall Gym;
         (f)   Fitness Center;
         (g)   Cafeteria;
         (h)   Classrooms at Hargrave Hall.
      (2)   The Non-Reverting Fund shall reflect separate accounts for budgetary purposes and will be a budgeted appropriation per State Board of Accounts.
   (B)   Fees collected from the rental of the Blanton House and from park programs shall be deposited in a separate account to be known as “The Danville Parks and Recreation Non- Reverting Fund.” Expenditures may be made from this fund for the following:
      (1)   Facility maintenance;
      (2)   Facility improvements;
      (3)   Park maintenance and improvements;
      (4)   Supplies;
      (5)   Equipment;
      (6)   Equipment maintenance;
      (7)   Advertising and marketing;
      (8)   Park activities;
      (9)   Sport leagues;
      (10)   Special events;
      (11)   Programs;
      (12)   Additional salaries and contracted personnel;
      (13)   Other related expenditures as to the operation of Park and Recreation responsibilities under the Superintendent's direct supervision.
   (C)   Funds received into this operating fund do not need to be appropriated by the Town Council.
   (D)   A marketing fund is established within the Parks and Recreation Non-Reverting Fund for the specific purpose of supporting and maintaining information to the town citizens in the following manner:
      (1)   Marketing;
      (2)   Swag;
      (3)   Software; and
      (4)   Training.
