(A) All construction, cutting of, reconstruction, repairs or alterations of public ways shall be made and conform with the specifications laid down or approved from time to time by the Town Council.
(B) Specifications.
(1) Public ways; sod and grass.
(a) Six inches of top soil; and
(b) Seed with two and one-half parts perennial rye grass and one part Kentucky blue grass seed at a rate equivalent to 110 pounds per acre.
(2) Sidewalks.
(a) To be replaced to minimum depth of four inches or to depth of existing walk whichever is greater; and
(b) Four-thousand pound concrete to be used on all sidewalk reconstruction and new construction.
(3) Curbs.
(a) To be replaced with curbs six inches wide and to heights of existing curb with 12 inches of curb to extend below surface of the road; and
(b) Four-thousand pound concrete to be used on all curb reconstruction.
(4) Public streets and alleys. The reconstruction used shall be based upon the surface of the street or alley existing at the time of the reconstruction.
(a) Concrete specifications.
1. Compacted granular fill to be used to within 18 inches of the final grade;
2. Compacted number 53 crushed stone to within eight inches of final grade; and
3. Eight inches of 5,000-pound concrete to final grade.
(b) Asphalt specifications.
1. Compacted granular fill to be used to within 22 inches of the final grade;
2. Fill to grade with compacted number 53 crushed stone to within 12 inches of final grade;
3. Twelve inches of hot asphalt compacted in three lifts to final grade.
(c) Stone specifications.
1. Compacted granular fill to be used to within 18 inches of the final grade; and
2. Fill to grade with 18 inches of compacted number 53 crushed stone.
