§ 31.02 VIOLATIONS CLERK; STAFF; DUTIES.
   (A)   The Clerk-Treasurer is appointed and shall serve as the Violations Clerk, who administers the Bureau.
   (B)   The Clerk-Treasurer and his or her staff, as his or her agents, shall accept written appearances, waivers of trial and admissions of violations and payment of civil penalties in the amount and for the violations as provided below at the Clerk-Treasurer’s office during the hours specified on the Ordinance Violations Bureau form accompanying a complaint issued under authority of this chapter.
   (C)   In addition to the staff of the Clerk-Treasurer, staff of the Police Department, who are covered by a surety bond of at least $15,000, shall also serve as agents of the Violations Clerk, for purposes of accepting written appearances, waivers of trial and admissions of violations, and payments of civil penalties in the amounts for parking violations established in the schedule of violations set forth in this chapter.
      (1)   These parking violations are established by Ordinance Nos. 14-1986 and 13-1988, and any amendments thereto.
      (2)   The Ordinance Violations Bureau form accompanying complaints issued for parking violations under authority of this chapter shall specify the location where and the hours when the acceptance of written appearances, waivers of trial and admissions of violations, and payments of civil penalties may be made.
      (3)   All payments of civil penalties for parking violations received by staff of the Police Department shall be delivered to the Clerk-Treasurer's office within one day of their receipt.
