Enforcement of this chapter may be accomplished by the town, in any manner prescribed herein, and in addition, any person who, by reason of another violation of any provision of this chapter, suffers special damage to himself or herself different from that suffered by property owners throughout the city generally, may bring any action to enjoin or otherwise abate an existing violation.
