§ 72.02  LICENSE REQUIRED; APPLICATION; ISSUANCE.
   (A)   No person, who resides within the town, shall ride or propel a bicycle on any street, roadway or upon any public path set aside for the exclusive use of bicycles unless the bicycle has been licensed and a license plate is attached thereto, as provided herein.
   (B)   Application for a bicycle license and license plate shall be made upon a form provided by the town and shall be made to the Town Board of Police Commissioners.
   (C)   (1)   The Town Board of Police Commissioners, upon receiving proper application therefor, is authorized to issue a bicycle license.
      (2)   The Town Board of Police Commissioners shall not issue a license for any bicycle when it knows or has reasonable ground to believe that the applicant is not the owner or entitled to the possession of the bicycle.
      (3)   The Town Board of Police Commissioners shall keep a record of the number of each license, the date issued, the name and address of the person to whom issued and the number on the frame of the bicycle for which issued.
