§ 30.02 TERMS OF COUNCIL MEMBERS AND CLERK-TREASURER.
   (A)   The town shall be divided into three Council districts and one Council member shall be elected from each district and two Council members shall be elected without regard to the district and all members shall be elected at- large by the voters of the whole town.
   (B)   (1)   The Council members shall run from and be elected from the ward in which each trustee resides and all residents of the town, who are otherwise eligible to cast votes in a primary or general election, shall have the right to vote for any member.
      (2)   The Clerk-Treasurer shall be elected at large.
   (C)   The terms of each Council member and of the Clerk-Treasurer shall be four years and the terms of all officers elected at any regular election shall begin at 12 p.m. on January 1 next following their election.
   (D)   (1)   Three Town Council Districts shall be established with boundaries as described below:
         (a)   Ward 1. Danville Ward 1 shall be comprised primarily of parcels that are within a portion of the Town of Danville and described as follows:
