Any railroad company or rail carrier which violates §§ 98.04 or 98.07 of this Chapter shall be fined not less than $200.00 nor more than $1,000.00. Any railroad company or rail carrier which violates any other provision of this Chapter shall be fined not less than $100.00 nor more than $1,000.00. In addition to any fine imposed under the provisions of this Chapter, the Court shall award to the City all costs incurred for the court proceedings, including without limitation reasonable attorney's fees, court costs and court reporter costs.
