It shall be unlawful for any person, in person, or by his agent, or employee to cast, throw, drop, place, sweep, sift, discharge, or deposit in any public or private place within the corporate limits of the City any garbage, solid waste, meats, slops, animal matter, dead animals, debris, suds, vegetables, filth, night soil, refuse, rubbish, or any of the other articles mentioned in § 93.04 except in a place permitted for such purpose by the proper authorities of the state of Illinois. Persons found guilty of violating this section shall be subject to a minimum fine of $250, plus other applicable charges provided in § 93.23.
