§ 73.021 PRESUMPTION OF CONTROL OF ILLEGALLY PARKED VEHICLES; DUTY TO PROTEST VIOLATION.
   (A)   The fact that a motor vehicle which is parked in violation of any section of this chapter is registered in the name of a person shall be considered prima facie proof that such person was in control of the motor vehicle at the time of the parking. (Ord. 6429, passed 3-8-77)
   (B)   Each joint owner of any vehicle referred to herein shall be jointly and severally liable for any tickets issued with respect to any such jointly owned vehicle.
   (C)   Any driver or registered owner who believes that a parking ticket has been issued improperly to his or her vehicle may protest the same in person at the office of the Superintendent of Downtown Services. Failure to make such protest within 24 hours of the issuance of a parking ticket shall be deemed an admission of responsibility for the violation referred to therein.
