§ 73.015 PERMITS FOR ESTABLISHING NO PARKING AREA.
   Special no parking spaces in front of shipping entrances and the entrances to churches, hotels, theaters, office buildings, and other buildings where a large number of people are accustomed to gather may be provided and established by compliance with the following condition. Any owner or occupant of a building adjacent to a street or alley desiring a certain no parking space immediately in front of the entrance to the building shall make application to the City Engineer setting forth all relevant information and stating the number of feet and the time desired for such purposes. The City Council shall have authority to grant or refuse the application in their discretion or to grant the same with such restrictions or limitations as they may deem necessary.
