Every owner of a bicycle except dealers in bicycles who reside within the city shall register the bicycle with the city police department on forms to be furnished by the police department. The form shall state the name of the owner, the make of the bicycle being registered, the serial number, if any, and a brief description of any features of the bicycle that will serve to identify it. Any bicycle so registered shall be required to be reregistered January l, of each year as long as it is owned by the person who registered it. No charge shall be made by the city police department for registering any bicycle. The city police department shall issue a suitable identification tag or card to the owner of the bicycle so registered.
