No statement contained in this subchapter shall be construed as preventing any special agreement or arrangement between the City and any industrial concern, whereby an industrial waste of unusual strength or character may be accepted by the City, subject to payment therefor, in accordance with § 51.35, by the industrial concern, provided such payments are in accordance with federal and state guidelines for user charge systems.
In no event shall any city employee, representative, or official make special fee arrangements with any person or entity that is not in accordance with the user charges in § 51.35, except as approved by a vote of the City Council.
