§ 39.03 EQUAL EMPLOYMENT OPPORTUNITY/AFFIRMATIVE ACTION POLICY.
   (A)   In order to confirm its commitment to equal employment opportunity, it is the policy of the City of Danville to be fair and equitable in all its relations with employees and applicants for employment without regard to race, color, religion, sex, age, national origin, or physical or mental handicap. Sexual harassment and other forms of harassment are prohibited under § 39.16.
   (B)   The City of Danville is committed to the principles that all persons shall be afforded equal access to positions in the public service limited only by their qualifications and ability to do the job. This commitment is strengthened by the City's good faith efforts to recruit, employ, train and promote underutilized protected groups within and into the City's workforce.
   (C)   The City shall take affirmative action to provide equal opportunity regarding policies and practices as they relate to employees and applicants in the areas of recruitment, hiring, placement, training, promotion, conditions and terms of employment, compensation, transfer and termination. Thus, the Affirmative Action Plan is the City's commitment to equal opportunity.
   (D)   The Human Relations Administrator is responsible for the implementation of the Plan, which consists of planning and developing the necessary programs for the Plan. The Human Resources Administrator is responsible for administering Chapter 39: Personnel Policies, City of Danville Code of Ordinances, in accordance with this Plan.
   (E)   Furthermore, all personnel who are responsible for hiring and promoting employees are expected to support this Plan, and they shall provide leadership in implementing the programs that promote the City's commitment to equal employment opportunity and affirmative action.
   (F)   Copies of the Plan are available for inspection during regular business hours in the Human Relations Office.
