§ 36.12 DECLARATION OF PURPOSE.
   The purpose of §§ 36.10 through 36.22 is to provide a financing device which will aid in financing the cost of hospital facilities. It is declared and determined to be a public purpose and function pertaining to the government and affairs of the city.
