§ 31.38 CHANGE IN COUNCIL RULES.
   (A)   Failure to observe procedures. The provisions of this section are adopted to expedite the transaction of the business of the Council in an orderly fashion and are deemed to be procedural only. The failure to strictly observe such rules by the Council shall not affect the jurisdiction of the Council or invalidate any action taken at a meeting that is otherwise held in conformity with law.
   (B)   Parliamentarian. The City's Corporation Counsel shall serve as official parliamentarian in the interpretation of rules of procedure or related laws.
   (C)   Robert's Rules of Order. If a matter arises at a City Council or Oversight Committee meeting which is not covered by this chapter or applicable provisions of federal or state law, the procedures of the City Council shall be governed by the latest revised edition of Robert's Rules of Order.
   (D)   Amendment of chapter. The provisions of this chapter may be amended by the affirmative vote of no less than eight Aldermen.
