§ 31.32 ORDER OF BUSINESS.
   (A)   At any regular meeting the City Council shall proceed to transact the business before it in the following order, unless the same be temporarily suspended by a two-thirds vote of the City Council:
      (1)   Call to order - roll call of members;
      (2)   Invocation;
      (3)   Pledge of allegiance;
      (4)   Approval of minutes;
      (5)   Approval of agenda;
      (6)   Mayor's report;
         (a)   Proclamations,
         (b)   Board/committee appointments,
         (c)   Reports of boards, agencies, commissions;
         (d)   Items of information;
      (7)   Petitions, communications and audience comments;
      (8)    Zoning petitions;
      (9)   Closed session;
      (10)   Payrolls;
      (11)   Vouchers Payable;
      (12)   Public Works Committee report;
      (13)   Public Services Committee report;
         (a)   City Clerk's report;
         (b)   Treasurer’s report;
      (14)   Items of information;
      (15)   Adjournment.
   (B)   At any special meeting the presiding officer will call to order in the manner prescribed for regular meetings, conduct the business for which the meeting was called, and close the meeting.
   (C)   (1)   All petitions, written communications and audience comments shall be presented and received during that portion of a City Council meeting or one of its committee meetings designated as agenda item (A)(7) referenced above.
         (a)   Any member of the public wishing to provide public comment shall be required to present to the City Clerk an information card for the meeting's record that includes the speaker's name, the organization he or she represents, if any, and the subject about which he or she wishes to speak.
         (b)   The meeting chairperson or the City Clerk shall inform each speaker or presenter that he or she shall have up to but no more than three minutes to provide his or her public input.
         (c)   The City Clerk or meeting chairperson shall, verbally or through other means, inform the speaker in when his or her speaking time has concluded.
         (d)   City Council and committee members, as the case may be, shall wait until the public speaker has completed his or her public comment before asking the public speaker any questions.
         (e)   Members of the public will not be permitted to yield any portion of their speaking time to another member of the public.
         (f)   Members of the public shall provide their public comments in a civil manner and shall not include threatening, defamatory or profane language.
      (2)   If a member of the public wishes to provide a written petition or other written communication, he or she shall provide that communication to the City Clerk at the start of the agenda item listed as division (A)(7) above. Written comments shall be incorporated into the record of the public meeting.
   (D)   Closed sessions shall be called for items within the prescribed limitations of the Illinois State Statute pertaining to the Open Meetings Act governing such closed sessions. Council action may not be taken during any such closed session but rather the Council shall return to regular session in order to take such action if deemed appropriate.
   (E)   No person shall interrupt, disturb or disrupt any regular or special meeting of the City Council. Upon direction of the presiding officer, any such person shall be asked to leave the Council Chambers and the City Hall. If said individual or groups of individuals persist in disrupting the Council proceedings the presiding officer may ask the sergeant-at-arms to escort them from the meeting and building. The presiding officer may call upon the Director of Public Safety as sergeant-at-arms or any other City officer in the absence of the Director of Public Safety.
