(A) Eight members of the City Council shall constitute a quorum in order to conduct the business set before the City Council at any regular or special meeting. It is necessary that eight Aldermen be present to constitute a legal quorum. Furthermore, a quorum must be present, not only to begin a meeting, but also at the time of a roll call vote on any proposition. Where less than a quorum remains at a meeting, business must be suspended. In the absence of a quorum, the Aldermen present may adjourn or provide for an adjourned meeting. When a quorum is not present at the call of roll to begin a meeting, the members present will declare no legal meeting, but shall have the power to set a recommended date and time for such meeting. If the transaction of business is imperative before the next regular meeting, a special meeting may be called and the proof thereof properly recorded. In determining whether there is a quorum, members present at the meeting of the Council are counted as present whether or not they occupy their respective seats. If a member comes into a meeting after it is called to order, the minutes at that point in the record should state: "Alderman Green entered the meeting and took his seat at (time)." If a member departs from the meeting, the minutes should state: "Alderman Green left the meeting at (time)."
(B) Regular meetings. The regular meetings of the City Council shall be held on the first and third Tuesdays of each month of the year at the hour of 6:00 p.m. in the Council Chambers of City Hall. Any regular meetings falling upon a legal holiday shall be held on the next following day which is not a holiday at the same hour and place.
(C) Special meetings. Special meetings may be called by the Mayor or any three Aldermen upon not less than 48 hours' written notice, in accordance with the Illinois State Statutes pertaining to the Open Meetings Act. The notice shall specify the date, time and place of the special meeting and the business to be transacted. No other business, other than as recited in the notice, shall be transacted at such special meeting.
(D) The City Clerk, or Mayor’s Assistant or designee, shall be responsible for causing the notice to be delivered to each individual Alderman’s primary place of residence at least 48 hours prior to the meeting, and to give notice in compliance with the State Statutes pertaining to the Open Meetings Act.
