§ 31.13 TREASURER.
   (A)   The City Treasurer shall be elected for a term of four years on a City-wide basis at the same time the Mayor is elected. Duties and functions of the City Treasurer shall be in accordance with state statute and ordinances.
   (B)   If a vacancy were to exist in the Office of City Treasurer, the successor shall be appointed by the Mayor with the concurrence of the City Council, and the successor shall hold office for the remainder of the unexpired term of the Treasurer so removed.
   (C)   The Treasurer shall cooperate with the Mayor, Finance Division, and other City officials in properly administering the financial functions and responsibilities of the City.
   (D)   The Treasurer shall act as ex officio Treasurer of the board of trustees for the Firemen and Police Pension Funds as otherwise provided by ordinance. Compensation received from the trustees of such pension funds shall be in addition to the salary specified for the Treasurer herein.
   (E)   (1)   The salary for the Treasurer elected at the general municipal election held during April 2019, and his or her successor, shall be as follows:

   The fiscal year 2022-2023 salary shall remain in effect thereafter unless otherwise amended by ordinance.
      (2)   In addition to the compensation provided for in Subsection (E)(1) above, the Treasurer shall be eligible to participate in any insurance program offered by the City to its non-union personnel on the same basis as accorded to the non-union personnel. The Treasurer shall be eligible to participate in any other benefit program provided by law, including but not limited to the Illinois Municipal Retirement Fund.
