(A) The Mayor shall be elected on a City- wide basis for a term of four years, in accordance with the laws of the state.
(B) The Mayor shall be the Chief Executive Officer of the City and shall have general management and control of all day-to- day operations of the City. The Mayor shall have general supervision of all administrative divisions of the City government, and shall have direct supervision of the Public Affairs Division, as reflected on the general City government organizational chart hereby adopted. There shall be the following five administrative departments, performing the functions listed:

City Clerk
Finance
Legal Services
Information Technology
Human Relations
Community Enhancement - CDBG
(2) Public Works Department
Recreation
Operations (Sewers, Solid Waste, Streets, Central Vehicle Maintenance, GIS, Environmental Code Enforcement)
Parks and Public Property
Parking and Central Services
(3) Urban Services Department
Engineering
Danville Area Transportation Study
Planning and Zoning
(4) Public Safety Department
Police
Fire
Emergency Management Agency liaison
(5) Public Transportation Department Danville Mass Transit
(C) The Mayor from time to time shall give the City council information relative to the affairs of the City and may recommend for consideration such measures as he believes expedient.
(D) The Mayor shall have direct supervision and control of employees or appointees not assigned to an elected official or department head under the duly adopted organizational chart.
(E) The Mayor shall have the powers, duties and responsibilities as set forth in Article 3 of the Illinois Municipal Code.
(F) The Mayor shall be a full-time official.
(G) The Mayor shall be the Chief Executive and Administrative Officer of the City and shall be personally responsible for keeping the City Council fully informed, at all times, with respect to all aspects of City business.
(H) The Mayor shall appoint members of the City Council to oversight committees. Committee memberships and chairmanships shall be distributed equally among the Aldermen to the greatest practicable degree.
(I) The Mayor shall appoint members to all City commissions, committees and boards with the consent of the Council and in accordance with statutory provisions. When a name is presented for appointment, the agenda packet may include the proposed appointee's vita and attendance record if a reappointment.
(J) (1) The salary for the Mayor elected at the general municipal election held during April, 2019, and his or her successor, shall be as follows:

The fiscal year 2022-2023 salary shall remain in effect thereafter unless otherwise amended by ordinance. The salary indicated above shall be in lieu of all other compensation except actual expenses incurred while performing duties for the City.
(2) In addition to the compensation provided for in Subsection (J)(1) above, the Mayor shall be eligible to participate in any insurance program offered by the City to its non-union personnel on the same basis as accorded to the non-union personnel. The Mayor shall be eligible to participate in any other benefit program provided by law, including but not limited to the Illinois Municipal Retirement Fund.
