§ 51.04  LATERAL SEWER CONNECTION.
   (A)   The following guidelines shall apply for all residential, commercial industrial, and institutional users connecting to the town sewer system. These guidelines cover construction of sewer laterals from any serviced structure to the existing sanitary lateral or main.
      (1)   Before building sewer excavation or construction begins, it shall be the responsibility of the property owner to have all underground utilities located. A toll-free service is provided for utility locations: 1-800-382-5544. There is a 48-hour advance notice prior to the commencement of any excavation.
      (2)   A 72-hour notification for inspection of the building sewer installation will be required by the town.
      (3)   The property owner may do their own lateral work from inside the structure to the sewer main line. (PROPERTY OWNER is defined as the person actually living in or owning the structure.)
      (4)   Individuals and firms that are contracted to install sewer laterals shall provide proof of bond equal to or exceeding $5,000 regardless of the number of jobs being performed. This bond is only to insure that funds are available to repair any damage sustained by the sewage collection system.
      (5)   Property owners will be responsible for the maintenance of the sewer from the building to the sewer main.
      (6)   The property owner must comply with §§ 51.01, 51.02, and 51.03 and § 51.16.
      (7)   Prior to backfilling over lateral sewer, all construction shall be inspected and approved by an inspector from the town for verification of compliance with minimum standards for design, material, and workmanship. Any building sewer back-filled prior to inspection approval shall be required to re-excavate for proper inspection and approval.
   (B)   All building sewer laterals from the house or commercial establishment shall be SDR-35 or Schedule 40 PVC pipe with rubber “O-Rings” or glue joints. All joints must be water tight. The minimum pipe size allowed is four-inch diameter. The maximum pipe size allowed is six-inch diameter. No lateral pipes shall be placed within ten feet of a private drinking water well. All fittings shall be installed to guide sewage in the direction of flow. There shall be no elbows greater than 45 degrees. If a change in direction greater than 45 degrees is required, two 45-degree elbows shall be used. It is suggested that a clean out be installed between the 45-degree elbows.
