The Tree Commission shall have the authority to set forth the rules and regulations governing the planting, maintenance and removal of trees or shrubs in public ways, tree lawns, streets, alleys, parks or other property owned by the village and shall have the authority to set forth the rules and regulations for the maintenance and removal of trees on private property declared to be a public nuisance.
