§ 52.14 GENERAL SERVICE AND INDUSTRIAL SERVICE.
   The town will install, own and maintain underground facilities for general service (commercial and miscellaneous) and industrial customers under the terms and conditions hereinafter set out.
   (A)   The town shall place facilities below-ground by agreement with persons requesting same, provided those persons render a nonrefundable cash contribution in aid of construction prior to commencement of construction equal to the amount by which the estimated cost of the below-ground facilities exceeds the estimated cost of the above-ground facilities.
   (B)   In areas where it is physically or economically infeasible to place facilities above ground due to structural or geographical congestion or load density, the town may, at its option, place the facilities below-ground at its own expense if it is technologically practicable.
