After the effective date of this chapter, no subdivision plat of land within the town’s subdivision ordinance jurisdiction shall be filed or recorded until it has been submitted to and approved by the town, as provided hereinafter in this chapter, and no land shall be sold or transferred by reference to a plat that has not been approved and recorded in accordance with the provisions of this chapter.
