§ 54.068 CONTROL STRUCTURE.
   (A)   When required by the town, the owner of any property served by a building sewer carrying nonresidential wastewater shall build a control structure in the building sewer from his or her premises just prior to the entrance of the building sewer into the public sewer suitable for sampling and measuring his or her wastewater. Plans for this structure shall be approved by the town. There shall be ample room in or near the sampling facility to allow accurate sampling and preparation of samples for analysis. The facility, sampling and measuring equipment shall be maintained at all times in a safe and proper operating condition at the expense of the owner(s).
   (B)   Each sampling chamber shall contain a Parshall flume, weir or similar device with a recording and totalizing register for measuring liquid quantity; or the metered water supply to the industrial plant may be used as a measure of liquid quantity where it is substantiated by the Superintendent that the metered water supply and waste quantities are approximately the same or where a measurable adjustment agreed to by the town is made in the metered water supply to determine the liquid waste quantity.
