§ 54.025 PURPOSE AND POLICY.
   (A)   This chapter sets forth uniform requirements for direct and indirect discharges into the wastewater disposal system for the town, and enables the local government to comply with all applicable state and federal laws required by the Clean Water Act of 1977, being U.S.C. §§ 1251 et seq., as amended, and the general pretreatment regulations (40 C.F.R. part 403).
   (B)   The objectives of this chapter are:
      (1)   To prevent the discharge of pollutants into the wastewater disposal system which will interfere with the operation of the system or contaminate the resulting sludge;
      (2)   To prevent the discharge of pollutants into the wastewater disposal system which will pass through the systems inadequately treated, into receiving waters or the atmosphere or otherwise be incompatible with the system;
      (3)   To improve the opportunity to recycle and reclaim wastewater and sludge from the system; and
      (4)   To provide for equitable distribution of the cost of the wastewater disposal system.
   (C)   This chapter: provides for the regulation of direct or indirect discharge to the POTW through the issuance of permits to certain non-domestic users and through the enforcement of general requirements for the other users; authorizes monitoring and enforcement activities; requires user reporting; assumes that existing customer’s capacity will not be preempted; and provides for the setting of fees for the equitable distribution of costs resulting from the program established herein.
   (D)   This chapter shall apply to the town and to persons outside the town who are, by contract or agreement with the local government, users of the publicly owned treatment works (POTW). Except as otherwise provided herein, the Superintendent shall administer, implement and enforce the provisions of this chapter.
