(A) The Board of Adjustment shall elect a chairman from its members and create and full such other offices as it may determine. It shall have the power to fix the time and places for its meetings, to adopt necessary rules of procedure, and to adopt all other rules and regulations not inconsistent herewith which may be necessary for the proper discharge of its duties; and it shall keep an accurate record of all its proceedings.
(B) Members of the Board of Adjustment or any other board assigned decision making authority for a quasi-judicial matter shall not vote on any decision regarding where the outcome of the matter being considered is reasonably likely to have a direct, substantial, and readily identifiable financial impact on the member. A Board of Adjustment member or any other board assigned decision making authority for a quasi-judicial matter shall not vote on any matter if the landowner of the property subject to the quasi-judicial matter is a person with whom the member has a close familial, business, or other associational relationship.
(C) All staff to the Board of Adjustment or any other board assigned decision making authority for a quasi-judicial matter are prohibited from being financially interested in any matter or other person subject to that matter having close familial, business, or other associational relationship with the staff person. All staff to the Board of Adjustment or any other board assigned decision making authority for a quasi-judicial matter are prohibited from conducting work inconsistent with his or her duties pursuant to G.S. 160D-109(c).
