The owner or operator of a parking area in a shopping center, office center, industrial center, or medical center shall designate a person to enforce the provisions of Sections 28-115 through 28-119. The designated person must be registered as a private security officer as provided by state law and, when approved by the director, shall have authority to issue citations upon premises designated in the registration for violation of parking regulations authorized by this division.
