(a) Representatives of the police department, the fire department, the department of code compliance, and the building official may inspect the premises of a dance hall, for the purpose of ensuring compliance with the law, at any time it is open for business or occupied and at other reasonable times upon request.
(b) A person who operates a dance hall or a person designated as the dance hall supervisor commits an offense if he refuses to permit a lawful inspection of the premises of a dance hall by a representative of the police department, the fire department, the department of code compliance, or the building official at any time the dance hall is open for business or occupied and at other reasonable times upon request.
