Rules and regulations covering health, safety, morals, peace, good order, comfort and convenience of the general public with respect to any business covered under this chapter shall be adopted by the commission and copies of such rules and regulations shall be made available to and displayed by the licensees affected thereby in a conspicuous place upon the licensed premises.
