This chapter is designed and enacted for the purpose of promoting the safety, health and prosperity, improving the morals, peace, good order, comfort and convenience of the County and the inhabitants thereof, protecting property therein and regulating all and every kind of businesses and activities not prohibited by law and defined in this chapter and raising revenue therefrom.
