Notwithstanding the limitations on grants set forth in this chapter, owners of owner-occupied homes who are or who live with a senior citizen or person with a documented disability shall be eligible for an additional three thousand dollars ($3,000) in matching grant funds consisting of not more than 50% of the total actual cost of qualifying improvements over the five-year grant cycle for the purposes of adding chair lifts, railings, ramps, walk-in bathtubs, and other accessibility items to the outside or inside of a home.
