237.02   POSTING OF DRAFT OF PROPOSED LEGISLATION.
   (a)   To the extent reasonable and practical, the Clerk shall post a draft of proposed legislation at least seventy-two hours before each Council meeting. To the extent that the need for legislation arises within seventy-two hours of a Council meeting, the Clerk shall attempt to post drafts of such legislation in the manner that is most reasonable and practical.
   (b)   The failure to post any draft of any legislation pursuant to this section shall not affect the validity or legality of any legislation so adopted by Council.
