(a) There is hereby created a fund to be known as the Memorial Fund, a trust and Agency Fund, for the use by the Mayor or any person authorized by him or her in writing, to provide memorials for deceased Village residents and members of their families, to be appropriated in and included as part of the annual appropriations for Trust and Agency Funds.
(b) The Chief Fiscal Officer is hereby authorized to collect monies and pay from said Fund various expenditures to be used solely for the purpose of memorials for deceased Village residents and members of their families.
