The Chief Fiscal Officer is hereby authorized, within a given year, from time to time, to adjust appropriation amounts by line item within a fund as long as the original fund appropriation amount does not change. Any adjustment to a fund's total appropriation amount shall take place no less than once a year at the end of the year.
