(a) No person shall violate, or cause, or knowingly permit to be violated, any of the provisions of this title, or fail to comply with any such provisions or with any lawful requirements of any public authority made pursuant to this title, or knowingly use or cause or permit the use of any lands in violation of this title or in violation of any permit granted under this title.
(b) Where clear and convincing evidence exists that violations of this section exist or are allowed to persist upon private property and the landowner has failed to abate the violation within a reasonable time, as determined by the Village Engineer, the County Health Department or a designee of either, and after appropriate notification by certified mail or personal delivery to the owner of record, the Village may cause the violation to be remedied and may subsequently assess the cost therefore as a lien against the property as provided by law.
