(a) The Village Engineer, or his designee, shall be permitted to inspect all clean fill landfills and clean hard fill landfills for compliance with this chapter during normal business hours. The Village Engineer, or his designee, shall be permitted to perform testing and assessments on said premises, with reasonable notice and during normal business hours, to ensure compliance with this chapter. Any refusal or failure to permit the Village Engineer to conduct any inspection, testing or assessment shall constitute a violation of this chapter and grounds for revocation of a permit issued under Section 860.04 and penalties under Section 860.99.
(b) The Village may credit the costs of inspections and testing against the permit holder's deposit held by the Village pursuant to Section 860.04(g) or may be billed directly to the permit holder. If billed directly to the permit holder, the permit holder shall remit payment within 15 days. Alternatively, the Mayor may require the permit holder to directly contract for any such inspection or testing services with a third-party contractor and direct that the results be provided directly to the Village Engineer and payment for all costs of the inspection or testing to be made directly by the permit holder to the contractor.
