Permits issued under this Chapter 860 shall not be transferable or assignable, without the advanced written consent of the Mayor, who may withhold such consent on any reasonable basis. Within 60 days of any permitted transfer or assignment, the transferee or assignee must submit an application for an initial permit pursuant to Section 860.04 and comply with all provisions thereof, or operation shall be deemed in violation of this chapter and the transferee or assignee shall be subject to the penalties set forth in Section 860.99.
