If the nuisance is not abated within the required time or not otherwise appealed to the Board of Zoning Appeals, the Building Commissioner or Safety Director may cause its abatement and shall report the cost thereof to Council, which may assess the same on the real estate on which the nuisance existed, or on which the cause or source thereof was located. Such costs may be certified to the County for assessment against the property by placement on the tax duplicate after 30 days written notice to the property owner of the intent to assess such costs. The notice shall be served as set forth in Section 680.03.
